Notice of a Public Hearing before the Town Council for a Public Right-of-Way Vacation Application

DESCRIPTION OF PROPOSAL: The Town Council of Friday Harbor having received a Petition for the Vacation for a portion of right-of-way dedicated to the Town by the James R. & Judy L. Cumming Short Plat.

PROPONENT: Raymont & Tina Jackson, 320 Price Street, Friday Harbor, WA 98250

LOCATION: The right-of-way is described as, “The 20 feet dedicated to the Town of Friday Harbor adjacent to the Platted alley as shown on Volume 6 of Short Plats, Page 8”.

Notice of Application & Completeness and Notice of Determination of Nonsignificance (DNS)

DESCRIPTION OF PROPOSAL: The Town of Friday Harbor has deemed the following Shoreline Substantial Development Permit Application (SSDP#103) and State Environmental Protection Act Checklist (SEPA#304) complete.  The applications, received by Madrona Bay Real Estate Investments, LLC, propose to construct a 5-unit complex for vacation rentals that face Friday Harbor to Brown Island.  The project is located at 622 Warbass Way on Tax Parcel Number 351391213, San Juan County, Friday Harbor, Washington 98250.

30-DAY PUBLIC COMMENT PERIOD: October 24 – November 23, 2018.  Please hand deliver or mail specific written comments on this proposal to: Land Use Administrator, Mike Bertrand, Town of Friday Harbor Community Development Department, 60 Second Street, or P.O. Box 219, Friday Harbor, WA 98250, no later than 4:30 p.m., November 23, 2018.  If you have questions about this proposal or if you would like to review documents on file, contact 360-378-2810 between 8:00 a.m. and 4:30 p.m., Monday through Friday.

NOTICE OF DETERMINATION OF NON-SIGNIFICANCE: The Town of Friday Harbor, as Lead Agency, has determined that this proposal does not have a probable significant adverse impact on the environment.  An Environmental Impact Statement is not required under RCW 43.21C.030(2)(c).  This decision was made after review of a complete Environmental Checklist, SEPA Checklist #304, and other information on file with the lead agency.  Information relating to this proposal is available to the public upon request.  This Determination of Non-Significance is issued under WAC 197-11-340.  Appeals may be made to the Department of Ecology and other agencies with jurisdiction.  The 14-day appeal period ends November 7, 2018.
