Friday Harbor Planning Commission

April 10, 2008 – Public Hearing

The scheduled public hearing of the Friday Harbor Planning Commission was called to order by Chairman Jeff Iverson at 5:30 PM in the Town Council Chambers located at 60 Second Street No.

COMMISSIONERS PRESENT: Laura Arnold, Gina Creone, Jeff Iverson, Sally Thomsen, Kay Kohler and Steve Hushebeck. Commissioner Claudia Cross previously reported her absence.

OTHERS PRESENT: Land Use Administrator Michael Bertrand, and Planning Commission Recording Secretary Roxanna Zalmanek.

The Planning Commission minutes of February 14, 2008 were approved as submitted.

Before opening the public hearing for the "2008 Reclassifications to the Town of Friday Harbor’s 2002 Comprehensive Plan", Chairman Iverson asked the Planning Commission the usual public hearing procedural questions. The questions included personal interests, financial gain/loss, fairness and objectiveness, and discussions with opponents or proponents. The Planning Commissioners in the affirmative regarding all said procedural questions. After hearing no objections any Planning Commission participation in the public hearing, all present agreed on hearing and considering the reclassification requests in a fair and objective manner.

The public hearing for consideration of reclassifications and amendments to the Town’s 2002 Comprehensive Plan was opened at 5:33pm. Before hearing comments from the public, Chair Iverson asked Michael Bertrand, the Land Use Administrator (LUA), to outline the proposed changes. Exhibit A - a map of the Town of Friday Harbor showing the locations of the proposed reclassification request was posted. No public correspondence was made of record.

The Land Use Administrator announced that the public hearing will consider one reclassification request, and that the Grover Street proposal was withdrawn.

The LUA then announced that the text changes that would be considered were for Table 6-1 of the Capital Facilities Improvement schedule in the 2002 Comprehensive Plan (Attachment #3 of Staff Report dated April 10, 2008).

Michael Bertrand then outlined the reclassification request as identified in the said April 10th Staff Report as follows:

Land Use Reclassification and Map Change Requests

#1 – Port of Friday Harbor Airport Property

The request is for a change in classification from Commercial to the Public Service Zone;

The property was recently subdivided, and is the eastern portion of 895 Spring Street;

This parcel is listed in the Airport’s Master Plan as an area that the applicant would like to include as part of the airport;

The Public Service classification is zoning is applied to all aviation and airport related uses; and

The request is consistent with the Town’s goals and objections in our Plan.

#2 – Capital Facilities Improvements

A regular yearly update for Table 6-1 (Summary of Capital Facilities Improvements). This table shows the current and future projects through the year 2015 for the Town of Friday Harbor, and needs updating on a yearly basis to keep the Town’s Comprehensive Plan as current as possible.

Chairman Iverson opened the hearing for public input starting with reclassification request #1.

#1 – Port of Friday Harbor - a portion of 895 Spring Street

No public comment was received.

#2 – Capital Facilities Improvements – attachment #3 of April 10th Staff Report

No public comment was received.

Chairman Iverson then asked if the Planning Commissioners had any questions for the Staff.

Clarifications were heard regarding the regular yearly updating of Table 6-1.

Hearing no further comments, the public hearing on the 2008 amendments to the 2002 Comprehensive Plan was closed at 5:45pm.

Planning Commission deliberations on public hearing.

A motion was made by Commissioner Laura Arnold to accept Staff Report dated April 10th, 2008 as presented for the 2008 reclassification request from the Port of Friday Harbor. A second was heard from Commissioner Kay Kohler and all present voted in favor of the reclassification request. 6-0.

A motion was made by Commissioner Steve Hushebeck to accept the text changes as presented by Staff in Table 6-1 of the Capital Facilities Improvement Summary of the 2002 Comprehensive Plan. Commissioner Gina Creone seconded the motion and all presented voted in favor of the motion. 6-0.

Review of the DRAFT Management Agreement for the Unincorporated Urban Growth Area (UUGA)for the Town of Friday Harbor and San Juan County.

The Land Use Administrator began discussion on the above draft management agreement by explaining the changes that Staff recommended to the entire document. Attention was brought to Section 7 – 1a. Commissioner Arnold suggested language clarification and it was decided that the Section should read:

Within the Unincorporated UGA, land uses shall conform to the County adopted land use plan and densities consistent with RCW 36.70A.110; however they shall develop to the appropriate land use and development standards of the Town of Friday Harbor.

Section 7 – 5b was discussed and it was agreed that the language should read:

Simple land division procedures will not be allowed.

Section 10 – 4 was reviewed for readability and an additional word was added to read:

Should the County and the Town agree upon any future expansion to this Urban Growth Area, this agreement shall be amended to reflect any additional requirements specific to that expansion including a revised Figure 1.

After all discussion was heard Michael Bertrand asked if any members of the Planning Commission would like to present the Draft Management Agreement to the Town Council on April 24th. It was decided that the LUA would make the presentation.

Commissioner Sally Thomsen motioned to accept the Draft Management Agreement for the Unincorporated Urban Growth area for the Town of Friday Harbor and San Juan County as amended. Commissioner Laura Arnold seconded the motion and all answer in favor. 6-0.

Hearing no objection, the meeting was adjourned at 6:22PM. The next regular meeting of the Friday Harbor Planning Commission will be held on May 22, 2008 at 5:30 PM in the Town Council Chambers.
