Town of Friday Harbor Public Works Department is seeking a Consultant to provide a full range of Design and Construction Management Services for a federally funded project to reconstruct 0.267 miles of Tucker Avenue between Harbor Street and University Road (milepost 0.127 to 0.394) in Friday Harbor, San Juan Island, Washington (referred to as Tucker Phase II).

General Scope of Services Required:

  • Preliminary Engineering
  • Topographical and Right of Way Survey for existing alignment.
  • Field testing and environmental studies where required.
  • Preparation of Plans, Specifications and Estimate (PS&E) for road reconstruction
  • Permitting services including obtaining Environmental Assessment, and Environmental Classification Summary
  • Additional professional services required to complete preliminary engineering and produce a set of contract documents
  • Materials and attendance for public outreach, if required
  • Construction Management
  • Construction Management and Inspection

Town of Friday Harbor has received federal Surface Transportation Program funds to reconstruct failed roadway sections with asphalt concrete, install curbs, gutters, sharrows, sidewalks, storm drains and street lights. Design is anticipated to commence early in 2016 with construction occurring in 2017. The Tucker Phase II Project will follow the reconstruction of Tucker Avenue between Guard Street and Harbor Street (Tucker Phase I). Tucker Phase I is expected to be finished in late 2016. Design documents from Tucker Phase I will be provided to the consultant selected for the Tucker Phase II project.

Please submit one electronic copy of your proposal with a maximum length of ten pages excluding the cover letter, to: by 3:00 pm on February 16, 2016. Proposal shall include:

  • Cover Letter/Introduction
  • Present your understanding of the project and the services requested.
  • The cover letter shall be signed by an official authorized to bind the firm.
  • Scope of Services
  • Detail your proposed approach to all required services.
  • Include detailed listing of proposed tasks
  • Proposed schedule
  • Personnel
  • Identify the Team Leader and provide resume
  • Identify team members and provide resumes
  • Include an Organization chart depicting the name and position of each participant
  • Describe the role of each team member
  • Identify any sub contracted resources
  • Experience and References
  • Describe your experience in providing similar design and construction management services for arterial projects to local government.
  • Provide references for projects of similar scope and nature performed over the last 5 years
  • Make sure submittals include contact information!
  • Do not include a cost proposal at this time.

Selection Process:

A selection committee chosen from Town and County staff will screen submittals between February 16 and March 2, 2016 and select the best qualified firms to short list. Interviews may be conducted during the screening process as the committee deems needed.

The proposals will be rated on the following criteria:

  • Understanding of the project and project approach. (0-10)
  • Proposed approach, tasks and schedule. 0-10)
  • Experience working on Federal-aid design projects.(0-15)
  • Experience with local agency arterial design including: innovative layout; access management and driveway treatments; municipal frontage improvements; ADA pathways / ramps; knowledge of the MUTCD and utilization to improve corridor safety. Show proven performance on past designs (estimated cost vs. actual costs and construction change orders).(0-15)
  • Construction management for federally-funded projects which include construction management administration, inspection, and documentation.(0-10)
  • Project Team qualifications and experience(0-15)
  • Experience working on projects in the San Juan Islands (0-10)
  • Workload / availability.(0-15)

The selection committee will choose the best qualified firm based on the above criteria and invite it to negotiate a consultant agreement. If no agreement is reached the committee will proceed to the next rated firm and enter negotiations with it. The successful firm will be expected to execute a Local Agency Standard Consultant Agreement (DOT Form 140-089 EF) upon completion of negotiations.
