TOWN OF FRIDAY HARBOR PUBLIC WORKS DEPARTMENT

REQUEST FOR PROPOSALS TO PROVIDE RIGHT OF WAY ACQUISITION SERVICES FOR THE TUCKER AVENUE RECONSTRUCTION PROJECT PHASE II

Town of Friday Harbor Public Works Department is seeking a Consultant to provide right of way acquisition services for a federally funded project to reconstruct 0.267 miles of Tucker Avenue between Harbor Street and University Road (milepost 0.127 to 0.394) in Friday Harbor, San Juan Island, Washington (referred to as Tucker Phase II).  The Town desires to commence construction in the summer of 2017.

General Scope of Services Required:

The right of way acquisition procedures are to be in accordance with the WSDOT LAG Manual and Real Estate Acquisition Guide for Local Public Agencies (2016), and the 2016 Town of Friday Harbor Right-of-Way Procedures. The estimated costs for the right of way acquisitions are less than $30,000. The Federal Highway Administration (FHWA) approved appraisal waiver process shall be used for acquisitions.

Consultant shall provide comprehensive right of way acquisition services including;

  • Obtain and review title reports,
  • Prepare Project Funding Estimate (PFE),
  • Prepare Administrative Offer Summaries (AOS) establishing the amounts of Just Compensation to be offered each property owner,
  • Prepare donation agreement and easement to be recorded for OPALCO property (if applicable),
  • Prepare acquisition documents using WSDOT forms,
  • Conduct negotiations,
  • Document acquisition.
  • Participate in certification activities.
  • Consultant shall coordinate all activities and meet regularly with the Town Public Works Director, Wayne Haefele.
  • In accordance with the approved San Juan County Right of Way Procedures, the Region Local Agency Coordinator (LAC), David Narvaez, must review all right of way acquisition parcel files prior to first offers being made to the property owners. In addition, the County Manager/County Real Estate Officer, Mike Thomas shall review and sign the AOS authorizing a first offer to the property owners.
  • Rights to be acquired are shown in the right of way map
  • Consultant shall prepare all necessary documentation as required by the FHWA acquisition procedures to secure the rights necessary for the project, certify the right of way acquisition, and provide well-organized documentation to the Town regularly throughout the work.

The proposal shall include:

  • The consultantís general approach to the work identifying the personnel, sequencing and schedule for each task.
  • A fee schedule for hourly and lump sum work as appropriate and a total cost estimate.
  • Information that demonstrates that the consultant has the required expertise, including experience with (a) public right of way easements, (b) title difficulties, and (c) federal ROW acquisition procedures
  • The selected consultant for the right of way acquisition will have a team and approach that demonstrates knowledge of the process, provides techniques to work through challenging or unique situations, shows ability to meet schedule deadlines, and provides references that can confirm the consultantís expertise.
  • The Proposal will be evaluated on the following items:
  • (30%) Project approach.
  • (30%) Qualifications and availability of proposed project manager and project team.
  • (20%) References and past performance for similar projects and experience in small communities.
  • (20%) Cost and schedule.
