REQUEST FOR SEALED BIDS - LARSON STREET DRAINAGE PROJECT

The Town of Friday Harbor will receive sealed bids at Town Hall until 2:00 p.m. on Thursday, August 28, 2008 for the construction of the Larson Street Drainage Project.  As soon thereafter as possible, the bids will be opened publicly and read aloud.  Bids shall be addressed to C. King Fitch, Town Administrator, Town of Friday Harbor, 60 Second Street, P.O. Box 219, Friday Harbor, Washington 98250, and shall be labeled “Bid for Larson Street Drainage Project.”

The work includes the furnishing of all labor, materials, and equipment, supplies, and services to construct approximately 1,120 lineal feet of 24-inch storm drain improvements on Larson Street, between Carter Avenue and Tucker Avenue, and approximately 560 lineal feet of an 18-inch storm drain extension to the north, and other miscellaneous items as further shown, described, and indicated in the Contract Documents.  The project is located in Friday Harbor, Washington in San Juan County.

Start of construction is scheduled for September 22, 2008, and construction time is 45 working days.  Construction costs are estimated at $590,000.  The project is subject to Washington State Prevailing Wage Rates.

A prebid meeting and site visit is scheduled for Monday, August 18, 2008, commencing at 10:30 a.m. at Town Hall, 60 Second Street, Friday Harbor, Washington.  Nancy Lockett, Project Manager from Gray & Osborne Engineering, will be available to answer questions, and familiarize prospective bidders with the Project.

Plans and Specifications may be examined at the Friday Harbor Town Hall, local plan centers in the project area, or the office of the Project Engineers, Gray & Osborne, Inc., (Seattle at 701 Dexter Avenue North, Suite 200, Yakima at 107 South 3rd Street or Olympia at 2102 Carriage Drive SW, Bldg. I, Suite 102, Arlington at 3710 168th Street NE, Bldg. B, Suite 210).  Copies of the Plans and Specifications may be purchased at Friday Harbor Town Hall or at the Seattle office of the Project Engineer, Gray & Osborne, Inc., 701 Dexter Avenue North, Suite 200, Seattle, WA  98109, for a non-refundable price of $75.00, including sales tax and shipping.  Payment must be made at the time the Project Plans and Specifications are requested.  A list of planholders will be made available, by request, through the Project Engineer’s office prior to bid opening, via fax.

Each bid shall be accompanied by a bid guaranty bond, or a certified or cashier’s check payable to the order of the Town of Friday Harbor in an amount not less than five percent (5%) of the amount of the bid as a guaranty that the bidder will execute the contract if it is awarded in conformity with the bid form.  The successful bidder will be required to furnish labor and material payment and performance bonds, each in an amount not less than one hundred percent (100%) of the contract price.

The Town of Friday Harbor reserves the right to reject any or all bids and to determine which bid is, in the Town’s judgment, the lowest responsive and responsible bid of a bidder or group of bidders.  The Town of Friday Harbor also reserves the right to waive any informalities in any bid and to delete or add any of the items listed in the bid as set forth therein.

Bidders on this work must comply with all applicable governmental requirements including, but not limited to, affirmative action programs and other equal employment opportunity actions.

Bids received after the time established for receiving bids will not be considered.  All proposals shall remain valid for a period of 60 days following the date of the proposal opening.
