CALL FOR BIDS:  TUCKER AVENUE RECONSTRUCTION PHASE 2 - (HARBOR STREET TO UNIVERSITY ROAD)

ENGINEER’S ESTIMATE $2,975,000

Sealed Proposals will be received by the undersigned at the Town of Friday Harbor, 60 Second Street, Friday Harbor, Washington 98250, up to 2:00 p.m.; local time on Friday, November 3, 2017, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Tucker Avenue Reconstruction Phase 2 (Harbor Street to University Road).

Work includes reconstruction, realignment, and widening of approximately 1,500 linear feet of Tucker Avenue between Harbor Street and University Road. The project includes, but is not limited to, excavation; grading; installation of retaining walls, water main, sewer pipe, storm drain pipe, asphalt paving, cement concrete curb and gutter, sidewalk, illumination, permanent signing, pavement marking, and all appurtenances and miscellaneous items as further shown, described, and indicated in the Contract Documents.

The Work shall be physically complete within 120 working days after the commencement date stated in the Notice to Proceed. Contract suspension will be issued after luminaire pole submittals have been accepted. Onsite work will commence on March 12, 2018. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the Town Clerk, Town Hall, Friday Harbor, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the "Town of Friday Harbor" and in an amount of not less than five percent (5%) of the total amount bid.

The Town of Friday Harbor in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR, Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Bid Documents may be examined at the office of the Town of Friday Harbor, or the office of the Project Engineer, Gray & Osborne, Inc. Bid Documents are available through ARC Document Solution at www.e-arc.com/location/Seattle click on the link to "Enter Public Planroom" to search for the project. Printed sets may be obtained at their office (2730 Occidental Avenue South, Seattle, WA 98134, Tel 206-622-6000) for the cost of reproduction. Full size drawings are also available on request. Upon timely request, documents may be shipped or delivered for a non-refundable fee. A Prebid Conference is scheduled for Wednesday, October 18, 2017. The conference will begin at Town Hall, 60 Second Street, Friday Harbor, Washington at 11:00 a.m. (local time). Prospective bidders are encouraged to attend.

Financing of the Project has been provided by Town of Friday Harbor, Washington State Transportation Improvement Board and a federal grant administered by the Washington State Department of Transportation. The Town of Friday Harbor expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the Town.
